Dr. Robert Blackburn is a newly elected member of the Board of Directors of NALBOH. He received his doctorate from George Peabody College of Vanderbilt University in Health Education and Physical Education and retired from Gardner-Webb University in 1995. He taught in high school and universities for over 35 years. He is currently on the SALBOH committee of NALBOH and is a member of a sub-committee of the National Public Health Accreditation Board.
On the state level, he has been President of ANCBH since 2007, member of Healthy Carolinians Task Force since 2008, Vice Chair of the NC Local Health Department Accreditation Board, member of four accreditation site visit teams, the NC Task Force on Obesity (2008-09), the Eat Smart Move More Leadership Team, Division of Public Health, and the NC Institute of Public Health Assessment Team 2007. He was Chair of the North Carolina School Health Advisory Committee from 1982-86.
Currently he is a member of the Cleveland County Board of Health since 2001 where he has served as Vice-Chair beginning in 2008. He has served as Chair of the Cleveland County Task Force on Obesity, the local Fit Together Alliance, the ACHIEVE Committee (Health Department with YMCA), the Task Force of Adolescent Pregnancy, a drug prevention task force for United Way, and chaired the Boiling Springs Baptist Church Health Promotion Committee.
In national service, he served on the Department of Health and Human Services, Secretary's Council on Health Promotion and Disease-Prevention as a member, 1992-1994. He was also President of the Association for the Advancement of Health Education, President of the Society of Association Management, and President of the Foundation for the Advancement of Health Education. He has presented over 100 presentations on health, advocacy, and health policy. He chaired the Joint Committee on National Health Education Standards which published its work in 1995.
His awards include the National Association of Local Boards of Health’s
(NALBOH) Everett I. Hageman Award -awarded to a board of health member who has demonstrated outstanding leadership on a local board of health and commitment to, and enthusiasm for, local public health. July 2009.
He has been recognized by Cleveland County Commissioners for contributions to public health, November 2008, September 2009.
He has received two Bronze Medallions from the American Health Association-NC for his work as an AHA volunteer since 1973 was and presented the Inaugural Dr. Robert Blackburn Advocacy Award by the NC- American Heart Association, Spring, 2008 and the Leadership Award from NC Tri-Agency Task Force for outstanding leadership in the "Smoke-Free Class of 2000". He has received Honor awards from state, district, and national AAHPERD organizations and is a Fellow of the North American Society of HPERSD Professionals.
