Title: "Public Health's Role in Assuring Access to Care"

Content:

  • Brief review of Public Health’s Ten Essential Services with focus on assessing and assuring access to care as a function of public health (ES 7, 8 & 9) and, in that connection, convening community solutions and partnerships (ES 4).
  • Barriers to access to care: under-insured/uninsured. Underserved areas and populations. What is a MUA/P, how are they identified? The role that LHDs and Boards can take in supporting MUA/P designations
  • Introduce the Indiana Primary Health Care Association (IPHCA), its objectives to expand primary care capacity statewide. Define FQHCs. IPHCA’s role in supporting communities seeking FQHC services, benefits of IPHCA affiliation.

About the presenters:

Phil Morphew, IPHCA CEO, is a graduate of the Indiana University School of Business. He has a master’s degree from the Dartmouth Institute for Health Policy and Clinical Practice. For most of Phil’s professional life he has been involved with health care quality improvement, both at Health Care Excel where he served as CEO from 1980 to 2001, and as an active member and officer of the American Health Quality Association. Phil left Health Care Excel in 2001 to join the Peace Corp as a volunteer in Zimbabwe, and he has remained engaged in Zimbabwe as a social entrepreneur. Prior to joining IPHCA, Phil was a Senior Associate with The Regis Group, where his focus was on governance and strategic planning in the non-profit sector.

Ann Alley is the Director of the Chronic Disease, Primary Care and Rural Health Division of the Indiana State Department of Health (ISDH) and oversees 42 employees who manage 15 state and federal programs.  Previously, Ann directed the Division of Primary Care and Rural Health and worked for the Office of Medicaid Policy and Planning as the Director of the Children’s Health Insurance Program, and the Director of Provider Relations, Communication and Policy.    Her work history also includes program design, management and evaluation in the areas of community, economic, and housing development for state, municipal, foundation, academic and private enterprises.

Ann has served on a variety of statewide committees—most recently those studying/funding the chronic care model, mental health/primary care integration, health professional workforce development, and supported housing with health services attached.
