Primer: Opioid-related Public Health Emergency Declarations

On October 26, the Trump administration directed the Department of Health and Human Services (HHS) to declare the opioid crisis a national public health emergency, which among other actions, allows HHS to assign personnel and direct funds to address the crisis. This Primer provides an overview of the federal declaration as well as state, tribal and local emergency declarations in response to the opioid crisis across the U.S.
