The National Association of Local Boards of Health has published a national survey of the legal authority for tobacco control of local boards of health and other local, state and federal governmental bodies across the country. An identified tobacco expert from each state provided all statutes and/or administrative codes defining and describing the actual public health authorities and powers of local boards of health, county boards of health, and other local and county governing bodies in his or her state. The national survey results can be used to educate local boards of health and other tobacco control advocates on the powers they have regarding tobacco control. Once board of health members are made aware of their authority over various tobacco control issues, they can work toward both protecting those powers from preemption and their specific tobacco control goals. Those boards who are lacking authority over specific tobacco control issues can find out where the power lies and organize to effect change. The document is available in print or on CD-ROM.
