This report, from the National Association of State Procurement Officials, "examines innovative procurement practices including best value, partnerships and problem solicitations, used by states with increasing frequency. Driven by the demand to simplify the acquisition of commodity products, states are seeking new ways to keep pace with advancements in technology to not only procure products but to distribute bids in an equally expedient fashion. The intended result is to provide procurement methods that assure customers of receiving leading-edge information-technology products and services in a timely and cost-effective manner."

Center for Information Technology (CIT)
CIT's mission is "to provide, coordinate, and manage information technology, and to advance computational science." The site contains links to various resources useful for information technology.

CMHC Systems
"CMHC Systems provides management information systems for mental health, substance abuse and children and family agencies in the United States. They help human service organizations nationwide meet their fiscal accountability and clinical information needs by bringing their customers the technology required to meet their increasingly complex needs." Their site contains links to services, features and news & events, including information on HIPAA (Health Insurance Portability and Accountability Act).

GIS and Public Health
This site, from the CDC, is "designed to provide information on GIs, or Geographic Information Systems, at the National Center for Health Statistics and in the large public health community." The page allows access to various reports, maps, a calendar of events and links to related sites.

Influenza Pandemic Preparedness Planning
This site, from the CDC's National Vaccine Program Office, offers information on influenza, its potential impact, information on pandemics and history of influenza. There is also a link to FluAid 2.0, software that estimates number of deaths, hospitalizations, and outpatient visits that may occur during the next outbreak.

Information Resources Management Technology Procurement
This site from the Texas Department of Information Resources, offers uses guidelines about various procurement options, such as lease vs. purchase; outsourcing strategies and PC life cycles.

Information Technology Procurement
"This report discusses issues and concerns that should be addressed when making technical product and service purchases. Note that few of these are "killer" problems. You may find, in fact, that some of the points raised as possible problems are irrelevant to your situation or preferences. But this whitepaper should be used as a checklist to make sure you've considered as many of the potential issues as possible. This process can be used for network, applications development, Web, e-commence or any other project. "

Information Technology Procurement Guidelines
Although this paper was written by the Information Technology Association of New Zealand (ITANZ), it has general guidelines about the purchasing of technology and services ranging from a statement of requirements to evaluating professional services.

National Association of State Information Resource Executives (NASIRE)
This is an organization for Chief Information Officers for the State. NASIRE's mission is to "shape national IT [information technology] policy through collaborative partnerships, information sharing and knowledge transfer across jurisdictional and functional boundaries."

Reforming State Procurement to Buy the Best Information Technology Solution
This 1999 report from the National Governor's Association addresses the outdated procurement methods that state use to purchase information technology. The report offers some possible approaches to improve obsolete systems.
