<title>NALBOH Board of Directors - Nominations Now open</title>

    <h3><span style="font-family: Arial; font-size: 13px; color: #313131;">The National Association of Local Boards of Health (NALBOH) is currently recruiting candidates to serve on the board of directors, with terms beginning after the annual meeting.&nbsp;&nbsp;All members in good standing are eligible to serve on the board.</span><br /></h3>

<p style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="font-family: Arial;">Our goal is to prepare a slate of candidates that are representative of our membership and diverse in experience and background.&nbsp;&nbsp;Board members will meet 5-6 times per year including 2 in-person meetings.&nbsp;&nbsp;&nbsp;Board members are expected to participate in all board meetings, attend the annual conference and participate in other activities to help advance the association’s strategic priorities.</span></p>
<p style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="font-family: Arial;">Current strategic priorities include:</span></p>
<ul style="background-color: rgba(255, 255, 255, 0.5);">
    <li><span style="font-family: Arial;">Strengthening organizational capacity through leadership development and expansion of non-dues revenue;</span></li>
    <li><span style="font-family: Arial;">Increased marketing and outreach to boards of health and partners; and</span></li>
    <li><span style="font-family: Arial;">Development of programs and services to advance board of health functions through education, orientation and policy.</span></li>
</ul>
<h2 style="background-color: rgba(255, 255, 255, 0.5); line-height: 25.3px;"><span style="font-family: Arial;"><span style="font-size: 18px; color: #000000;">President-elect</span></span>
</h2>
<p style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="font-family: Arial;">Candidates must be a member of a board of health with membership in NALBOH.&nbsp;&nbsp;He/she shall succeed to the office of President following the expiration of the term of the current President or in the case of a vacancy in the office of President; or in the temporary absence or disability of the President, shall represent the President.&nbsp;&nbsp;The President shall preside at all meetings, shall be an “ex officio” member of all committees, and shall have general powers of direction.&nbsp;&nbsp;He/she shall convene regularly scheduled Board meetings. He/she shall preside over or arrange for another officer to preside over each Board meeting.&nbsp;&nbsp;The President-elect succeeds to the President and the Past-President position in subsequent years.</span></p>
<h2 style="background-color: rgba(255, 255, 255, 0.5); line-height: 25.3px;"><span style="font-family: Arial;"><span style="font-size: 18px; color: #000000;">Treasurer</span></span></h2>
<p class="Default" style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="line-height: 16.8667px; font-family: Arial; font-size: 13px;"><span style="font-family: Arial;">Candidate shall oversee the custody and investment of all funds, securities, and assets of the Association; shall make an accurate account of the Association’s revenues and expenses to the Board at each meeting; and prepare or cause to be prepared a true statement of the Association’s assets and liabilities within a reasonable time after close of each fiscal year.</span></span>

<h2 style="background-color: rgba(255, 255, 255, 0.5); line-height: 25.3px;"><span style="font-family: Arial;"><span style="font-size: 18px; color: #000000;">Director-At-Large</span></span>

<p style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="font-family: Arial;">Candidates must be a member of a board of health with membership in NALBOH.&nbsp;&nbsp;Directors are expected to participate in board meetings, serve on a committee that advances the strategic plan and attend the annual conference.&nbsp;&nbsp;Directors may serve up to 3 consecutive 2-year terms.</span></p>

<p style="background-color: rgba(255, 255, 255, 0.5); line-height: 14.95px;"><span style="font-family: Arial;">Interested candidates are encouraged to apply by July 31, 2026.&nbsp;&nbsp;The application is available online and requires a statement of interest, letter of reference and candidate information.&nbsp;&nbsp;A final slate of candidates will be presented to the membership for vote approximately 30 days prior to the annual meeting (October 13th).&nbsp;</span></p>

Under his leadership, the de Beaumont Foundation is advancing policy, building partnerships, and strengthening the public health system to create communities where people can achieve their best possible health. Among the projects he has spearheaded are CityHealth, the BUILD Health Challenge, and the Public Health Workforce Interests and Needs Survey (PH WINS). He is also an editor and contributing author to The Practical Playbook. Public Health. Primary Care. Together, published by Oxford University Press in 2015.<br />
<br />
Brian has published more than 70 articles in the areas of public health systems and services research, maternal and child health, health promotion, and chronic disease prevention. His recent work has focused on the public health needs of large cities, the need for better data systems, and public health system improvements.<br />
<br />
Brian earned his Doctorate in Public Health Leadership at the Gillings School of Global Public Health at the University of North Carolina at Chapel Hill. He graduated summa cum laude with a Bachelor of Arts degree in political science from North Carolina State University and a Master of Arts degree in sociomedical sciences from Columbia University.</em></span></p>

<p><span style="color: #000000;"><em>Dara Alpert Lieberman is TFAH’s Director of Government Relations, overseeing the development and implementation of federal government relations strategies and working to advance and ensure implementation of TFAH policy priorities. Prior to that, Dara served as TFAH’s Senior Government Relations Manager, leading the organization’s advocacy around infectious disease prevention, disease surveillance, and strengthening the nation’s public health emergency preparedness and response capabilities. Ms. Lieberman previously served as a legislative representative for the American Counseling Association, where she advocated for mental health access issues. Ms. Lieberman has also served as a staff member for the Senate Committee on Armed Services.<br />
<br />
She secured an MPP from the Gerald R. Ford School of Public Policy at the University of Michigan. She graduated magna cum laude with a BA in Public Policy Studies from Duke University. Ms. Lieberman currently serves on the board of directors for Healthcare Ready, a nonprofit that works to protect patient access to healthcare in the face of disaster through collaboration with public health and healthcare.</em></span></p>]]></description>

<title>To Honor One of Our Own - Brent Taylor</title>

<description><![CDATA[<p><img alt="" src="https://www.nalboh.org/resource/resmgr/2018/brent_taylor_nalboh_2.jpg" style="float: left; width: 175px; height: 262px; margin-right: 10px; margin-bottom: 10px;" />On November 3, Brent Taylor, a Utah Army National Guard major serving in Afghanistan, was on a foot patrol when a member of the Afghan military he was helping train, suddenly turned and shot him. He died immediately. Other Afghan special forces members, in response, immediately killed the shooter. Taylor and his wife, Jennie, are the parents of seven children. He was serving as a member of the Weber-Morgan (Utah) Board of Health and as the mayor of North Ogden, Utah. He was due home in January.</p>
<p>Taylor was a very thoughtful, active member of the board of health. He asked smart questions and took his time on the tough issues to determine what was best for the health district and his constituents in North Ogden. The City Hall in a statement said, “Brent had a profound influence on this community. He was the best of men with the ability to see potential and possibility in everything around him. We feel blessed to have had him as our mayor. Everywhere you look in North Ogden you can see his profound influence.”</p>
<p><span>In his last Facebook post, Taylor wrote, “It was beautiful to see over 4 million Afghan men and women brave threats and deadly attacks to vote in Afghanistan’s first parliamentary elections in eight years. The strong turnout, despite the attacks and challenges, was a success for the long-suffering people of Afghanistan and for the cause of human freedom. I am proud of the brave Afghan and US soldiers I serve with. Many American, NATO allies, and Afghan troops have died to make moments like this possible…As the USA gets ready to vote in our own election next week, I hope everyone back home exercises their precious right to vote. And that whether the Republicans or the Democrats win, that we all remember that we have far more as Americans that unites us than divides us.”</span></p>

<span>Fittingly, Taylor’s body arrived back on U.S. soil on Tuesday, Nov. 6. As of Nov. 8, funeral plans were still being determined.</span></p>]]></description>

<title>Margaret Brink presides over Public Health Nationally</title>

<p style="margin: 0px; padding: 0px 0px 18px;">YORK – “I’m an advocate. I’m a volunteer,” said Margaret Brink, summing up in too few words her work in the field of public health.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">Brink isn’t your everyday advocate; she is president of the National Association of Local Board of Health.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">She isn’t just a garden variety volunteer, either; she will soon mark a decade of full-blown local, state and national leadership in public health. She was involved less visibly for years before that, however in 2007 she put the pedal all the way down.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">Brink’s ramp-up coincided with retirement after 37 years teaching. When that career ended she lost no time diving headlong into an active role that saw her become an integral part of re-organizing public health in York which, in turn, led to the development of the Four Corners Health Department. The agency now serves York, Butler, Polk and Seward counties from offices across the street west of York General Hospital.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">In addition to the national presidency, Brink is president of the local board of health.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">In the Nebraska statutes each board of health must have an elected county official and also a “spirited community person.” There is no doubt Brink satisfies that criteria for the Four Corners Health Department.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">A long list of leadership roles includes Brink serving the board of the Public Health Association of Nebraska in which she has been involved with legislative review and as co-chair of two PHAN conferences.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">She and Four Corners executive director Vicki Duey make a formidable partnership when time comes for the Unicameral to take up pubic health issues.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">“Vicki can’t ask” for a legislator’s vote, “but I can” and, clearly, she is not shy to do exactly that. Duey’s role is to dig out the facts of the matter – whatever it may be – present them as an easy read and make sure they are distributed to the right people.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">Brink has ties to the University of Nebraska Medical Center and the College of Public Health, both in Omaha. She serves on the Committee of Counselors to UNMC Chancellor Jeffery Gold and also is an advisor to Ali Kahn, dean of the College of Public Health.</p>

<p style="margin: 0px; padding: 0px 0px 18px;">“The support myself and the department have received” from Brink “helped keep us going. She is a strong advocate for education, too, so she brings that along to public health.”</p>

<p style="margin: 0px; padding: 0px 0px 18px;">Returning the compliment, Brink commented, “Public health is sort of invisible as long as things are going well, but when there’s an outbreak or crisis everybody wonders, ‘Why weren’t we doing something?’”</p>

<title>Membership Approves Major Bylaws Changes</title>

<p class="" style="margin-bottom: 0.0001pt;">At its 2015 Annual Meeting on August 6<sup>th</sup> the membership of NALBOH approved major revisions to the Association’s bylaws.&nbsp; The changes were proposed by the NALBOH Bylaws Committee in response to a 2014 request from the Board of Directors.&nbsp; Changes include:</p>
<ul>
    <li class="" style="margin-bottom: 0.0001pt;"><span>An overall simplified set of bylaws to better support the organization</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span>Reduction of membership categories from 7 to 3 plus retention of honorary membership.</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span>Reduction of standing committees from 11 to 4 committees (Executive, Finance, Nominations and SALBOH Leadership) with other committees created as “ad hoc” or special committees as needed</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span>Clarification of the election process</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span></span>Removal of the restriction on past presidents continuing to serve on the board (if eligible), but keeping term limits</li>
</ul>
<p class="" style="margin-bottom: 0.0001pt;"><span>&nbsp;</span>The revised bylaws restructure the Board of Directors from:</p>
<p class="" style="margin: 0in 0in 0.0001pt 0.5in;"><span>4 officers, 4 state affiliate directors (one for each of 4 regional quadrants), 4 directors at large</span></p>
<p class="" style="margin-bottom: 0.0001pt;"><span>To: &nbsp;&nbsp;&nbsp; 5 officers and 6 directors at large. </span></p>
<ul>
    <li class="" style="margin-bottom: 0.0001pt;"><span>The secretary-treasurer position will become two positions – secretary and treasurer – beginning January 1, 2016, at which time the new bylaws will take effect.</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span>The state affiliate director positions were eliminated and replaced with directors at large.</span></li>
    <li class="" style="margin-bottom: 0.0001pt;"><span>The CEO position was removed as a nonvoting member of the board</span></li>
</ul>
<p class="" style="margin-bottom: 0.0001pt;">The NALBOH Membership also approved a one year implementation plan to operationalize the changes, specifically the new board structure, and authorized a special fall election to begin the process. Once implemented approximately 1/3 of the Board and officers will stand for election to 3-year terms each year.</p>
<p class=""><span>2014-15 Bylaws Committee members were: Pat Lopez (NE), Freddie Nichols (MO), John Rodwick (CO), Cheryl Sbarra (MA), Jim Stecker (WI), and Eric Ostermann, NALBOH Association Manager, of Badger Bay Management (WI). Judy Sartucci (CT) chaired the Committee.</span></p>

<p>NALBOH would like to thank the Robert Wood Johnson Foundation's Public Health Law Research program and The Network for Public Health Law for their partnership in presenting a four-part webinar series that took an in-depth look at the role of law in local Board of Health practice. These sessions were well attended by board of health from around the country.&nbsp;</p>

<title>May&apos;s President&apos;s Message</title>

<p style="color: rgb(0, 0, 0);">Due Diligence:</p>
<p style="color: rgb(0, 0, 0); margin: 0in 0in 8pt;">As a board of health member, are you diligent in your role? What were your reasons for accepting when asked if you would serve on the board of health? Our answers may vary but the basic reasons may have included “caring for others” and “watching our tax dollars”.</p>
<p style="color: rgb(0, 0, 0); margin: 0in 0in 8pt;">As board of health members, we need to be aware of water, sewer, safety and healthy environmental issues in our communities. Caring for others must include the safe and healthy conditions in all neighborhoods. If we are hearing, asking or watching the issues with health of the public in mind, we are exercising due diligence.&nbsp; Assuming most board of health members have home and health insurance, a preferred family physician, a personal dentist, a favorite grocery market and an accessible hospital or medical clinic, we can appreciate what our own families have, our “comforts” of access to healthy living. We also need to assure the available access to health care for everyone in our public health department service area. If we are not comprehensive in our caring, then maybe we are not doing our due diligence. Please be that board of health member who demonstrates caring for others.</p>
<p style="color: rgb(0, 0, 0); margin: 0in 0in 8pt;">As a local city councilwoman, watching the city’s tax dollars is 24/7 for me. As a board of health member I assume the responsibility of watching the fiscal health of our health department. We need to be aware of the financial health of the local and the state public health budgets. We need to be watchful in the coming months of political change, and follow the conversations about the public health dollars at the federal level. Watching our tax dollars is part of our due diligence as board members. Ask your health officer/ director what she/he needs from the board of health in supporting the financial health of the department. Our stewardship is important for public health. Please be the board of health member who is exercising due diligence. Advocate for public health resources that are beneficial to the local and state health departments and federal public health partners. Be the board of health member who is watching the tax dollars.</p>
<p style="color: rgb(0, 0, 0); margin: 0in 0in 8pt;">Please write to share the experiences you and other board of health members are having. There are great examples, plain and simple to complex and difficult, of due diligence. Please tell us about your board of health.</p>
